At the BBC: NI Prisons Change Policy on Paramilitary Books. “From now on, books will be allowed into the prison "unless they breach specific guidelines which include the promotion of, or support for terrorism/paramilitaries, or overtly promote or encourage the commission of criminal acts".“

So it looks like the gentleman who did the cover art for The Poet X not only used someone else’s image without their permission, but also plagiarized their work. This is a good time to remember that authors very, very, VERY rarely have any input whatsoever regarding cover art (and also a good time to remember that The Poet X is wonderful and to make time for it if you haven’t already):
