This is a strange one.
From Mainichi Daily News:
The Mie Prefectural Library in Tsu has covered the Shukan Shincho story in a bag and keeps it on a counter away from its magazine section. Officials will let people read the story if they ask for it. Yomiuri Shimbun articles that mention his name and show his photograph have been covered at the library.
The Shizuoka Prefectural Library has banned any copying of the Shukan Shincho story but allows visitors to read it.
So... yeah. They're not really going for the all-or-nothing method of censorship... maybe that's why I found the story so odd.
